INER Upgraded Domestic Power Industry by Developing “Intelligent Distribution Network and Microgrid Technique Incorporating Renewable Energy”

 

Institute of Nuclear Energy Research, Atomic Energy Council, Executive Yuan (INER) is the only professional research institute which includes both the fields of atomic energy and green energy in Taiwan. In order to meet the “Smart Grid Master Plan” carried out by the government of Taiwan, INER is executing the “Forward-looking Infrastructure Development Program”, so as to develop smart distribution, power generation, and grid management technologies. The developed technique “Intelligent Distribution Network and Microgrid Technique Incorporating Renewable Energy” won the Platinum Award in the Taiwan Innotech Expo (TIE) in 2020 and 2021. The research group also won the Group Award of the 2021 Public Servant Outstanding Contribution Award, which is the highest award for public servants in Taiwan, and the 2021 R&D 100 Awards, which symbolizes the top global technology innovation.

    The government is promoting renewable energy policies nowadays. Due to the instability of power distribution and dispatch difficulty caused by the grid-connected mass renewable energy, INER devotes itself to the development of distribution network management system and microgrid techniques. The “intelligent Distribution Network Management System (iDNMS)” integrates supervisory control and data acquisition (SCADA), geographic information system (GIS), and power flow calculation program. This system enables the visualization of the real-time operation data in GIS. When fault occurs in a feeder, this system can perform power flow analysis according to the capacity and position of renewable energy devices, and line impedance. With the information mentioned above, the margin of feeder capacity, highest/lowest voltage, and line loss can be calculated, and intellectualized load transfer suggestions can be further proposed. This can solve the problem of feeder capacity shortage after load transfer, so that the system may perform downstream area power restoration successfully with mass renewable energy connected. This makes it feasible to reach the goal of fast power restoration.

    The fisrt MW-scale microgrid test field in Taiwan was established by INER in 2010. Also, INER has assisted several organizations, such as Pingtung County Government, Wulai District Office, Penghu County Government, to set up microgrid system. For the microgrid system in Dongji Island, which is built with the assistance of INER, it can perform optimized deployment in energy input/output and increase the instant renewable energy penetration up to 92.8%, which meets the international standard. Also, INER has cooperated with Taiwan Power Company (Taipower) to develop the “Domestic Distribution Network Management System” in 2019, and this system is now operating in the power distribution center of Yunlin Branch, Taipower. This system will further be promoted to other branches of Taipower, so as to meet the policies of renewable energy and smart grid to upgrade domestic power industry technology.
